Level Difference Attacks

It makes absolutely no sense for a lower level vampire to be able to attack a higher level one if the higher level can not return the attack.

It gets REALLY old when you can not retaliate against the lower level ones, especially when its over a 4 level difference.

If you are developing your character properly (good balance of stats, clan size equal to or greater than 5x your current level, and fully equipped (best eq available from each of the three categories for each member of your clan) it should be very difficult for most other players at levels lower than your own to defeat you on an attack. The whole reason that you can attack up and not down is to prevent the more experienced and better equipped higher level players from padding their stats by picking on lower level characters. If you have someone in particular who is constantly nipping at your heels, hitlist them. In the mean time, beef up your character and let them die trying to hit you :)
